Private Organizations

Marine Corps Installations Pacific (MCIPAC) charters and oversees more than 90 Private Organizations (POs) authorized to operate on installations in Okinawa, Camp Fuji, and MCAS Iwakuni. These self‑sustaining, non‑federal entities include military spouse, youth, community service, and recreational organizations, operating under written authorization in accordance with MCIPAC Order 5760.1. Although POs are regulated by MCIPAC, they are not affiliated with Marine Corps Community Services (MCCS). Oversight is conducted by the MCCS Executive Branch through the Private Organization Monitor to ensure compliance with applicable regulations.

Non‑Federal Entities (NFEs) are self‑sustaining organizations that are not agencies of the federal government. They are established, operated, and controlled by individuals acting outside any official federal capacity. NFEs include local governments and private organizations. A Private Organization (PO) is an NFE that requires written authorization to operate on MCIPAC facilities in a manner that may create the appearance of an official relationship with MCIPAC (e.g., holding fundraising events on installations). POs may include military spouse organizations, youth groups, community service organizations, and recreational groups not operated by Marine Corps Base Camp Smedley D. Butler, MCCS, or MCAS Iwakuni MCCS. POs are not Non‑Appropriated Fund instrumentalities (NAFIs) and are generally not entitled to the sovereign immunity or privileges granted to NAFIs or federal agencies. They operate on MCIPAC facilities with the written consent of the Commander, MCIPAC, or higher authority.

The CG, MCIPAC has designated the Marine Corps Community Services (MCCS) Executive Branch as the office responsible for overseeing the PO program. The Private Organization Monitor validates all POs and ensures compliance with applicable regulations.

In April 2002, LtGen Gregson, Commander, MCBJ, issued MCBJ Order 5760.1 with major revisions, replacing the previous Base Order 5760.1E. In March 2014, the revised MCIPAC Order 5760.1 was issued to further clarify responsibilities for managing POs operating aboard Marine Corps Installations Pacific.
