Spillover Method for Catch-up Contributions to the Thrift Savings Plan

Beginning January 1, 2021, the Federal Retirement Thrift Investment Board (FRTIB) will implement a new method for catch-up contributions called the “spillover” method. (Participants will continue using the TSP’s current catch-up program through the end of 2020.) Spillover will apply to all active civilian and uniformed services members turning age 50 or older. It will help simplify our catch-up program for both participants and agencies or services.

How Spillover Works:

Under the prior catch-up program, TSP participants had to make a separate affirmative catch-up election every year by submitting Form TSP-1-C, Catch-Up Contribution Election (Form TSP-U-1-C for uniformed services members) or electing to make catch-up contributions through their electronic payroll systems. Payroll offices then submitted catch-up contributions to the TSP on special payroll records indicating that the contributions were catch-up contributions.

Starting January 1, 2021, the TSP will no longer use Form TSP-1-C, TSP-U-1-C, or the special payroll records that designate contributions as catch-up.

Requirements to Attend CFS: 

In accordance with MCO 1700.37, the minimum qualifications for assignment as a unit CFS are:

  • Minimum pay grade is E6 and above.
  • Highly motivated and financially stable.
  • Have no record of Letters of Indebtedness/Non-Sufficient Funds/NJP/Poor performance counseling above the rank of LCPL
  • Successfully complete the Leading Marines Course and MCI's 3420 and 3422 on Personal Financial Management
  • Must have at least one year remaining on station/present command at completion of CFS Course
  • Participate in continuing education such as CFS forums and refresher training.

NCOFF Material

The non-Commissioned Officer for Financial Fitness course is designed to a train Corporals and Sergeants who will provide peer to peer influence. They will support the PFMP staff and CFS by performing outreach to target Marines in the ranks of E1-E4 to increase the awareness of the authorized services and programs available to young Marines and why financial fitness is part of mission readiness.

Qualifications of the NCO for Financial Fitness

  • Rank of E-4 or E-5
  • Be a volunteer.
  • Be command endorsed.
  • Have no record of NJP or poor performance counseling above the rank of LCpl.
  • Successfully complete the Leading Marines course and the current MCI 3420 and 3422 Personal Financial Management course.
  • Meet Marine Corps physical fitness standards.
  • Have a record of financial stability as indicated by completion of a financial planning worksheet, with a Debt-to-Income Ratio that does not exceed 30 percent, and no record of LOI or NSF. For assistance with the CFF screening process, COs may refer to the CFS or PFMP staff for guidance Screening shall be completed prior to training.
  • Have a successful interview with PFMP staff.
  • Be goal-oriented and motivated with good oral and presentation skills.
  • Have received a Standards of Conduct rating of at least 4.0 and Standards of Proficiency rating of at least 4.0 on their most recent performance evaluation.
  • Have at least one year remaining at the command at time of CFF course completion.
